Sicily student honor loan and Fondo Studio Consap explained

The Regione Siciliana has introduced a new honor loan for students enrolled at universities across the island. Managed by IRFIS FinSicilia, the scheme offers funding of up to €10,000 at zero interest, without requiring personal or financial guarantees.

New support for university students in Sicily

Students with an ISEE below €20,000 can apply for the programme, while repayment is spread over a period of ten years. The initiative aims to strengthen access to higher education and provide practical support to families facing the rising costs of university studies. The measure is specifically designed for students attending universities in Sicily who need financial assistance to cover expenses related to their academic journey.

Fondo Studio Consap: a national scheme

Alongside regional initiatives, students can also access Fondo Studio Consap, a national programme that helps young people obtain financing for education and training. Unlike the Sicilian honor loan, the fund does not directly provide financial resources. Instead, it offers an Italian State guarantee of up to 70% on loans granted by participating financial institutions. The programme is available to young people aged 18 to 40 and can support university degrees, master’s programmes, ITS courses, AFAM institutions and international study opportunities. One of its most significant features is the amount that can be financed. Fondo Studio Consap allows students to access up to €50,000 for study programmes in Italy and up to €70,000 for education abroad, with annual disbursements reaching €15,000. This option may be particularly attractive for students pursuing long-term academic pathways or specialised programmes with higher costs. Applicants can also seek guidance from specialised organisations such as Habacus to better understand eligibility requirements and application procedures.

Key differences between the two measures

Both initiatives share the goal of improving access to education, yet they address different needs. The Sicily honor loan is a regional measure aimed at students attending universities on the island and provides immediate support of up to €10,000 under highly favourable conditions. Fondo Studio Consap, on the other hand, offers greater flexibility and substantially higher funding limits, making it suitable for specialised programmes, master’s degrees and international study projects. Rather than being alternatives, the two measures can be viewed as complementary tools. Evaluating both opportunities allows students to identify the solution that best matches their educational goals and financial circumstances.
